On November 1, 2012, The Centers for Medicare and Medicare Services (CMS) published the final rule for the Medicare Physician Fee Schedule (CMS-1590-FC). The final rule lays out new Medicare billing requirements for Rehabilitation Services that all therapy providers must comply with starting on January 1, 2013. CMS will now require all therapy providers to report their Medicare patients’ functional status at different stages of care, including severity modifiers, for all claims for payment for Medicare Part B rehabilitation services. Claims without the appropriate codes will be rejected beginning July 1, 2013. While CMS points to a limited number of specific products that providers could select from in order to comply with the new requirements, the final rule does not specifically recommend or require the use of any one particular tool. Instead, CMS makes it clear that “there are many valid and reliable measurement and assessment tools that therapists use to inform their clinical decision-making and to quantify functional limitations,” such as Cedaron’s APTA CONNECT.
